New Development Orientation of Community Services based on Residents' Demands

福利性和商业性二元属性集于一身的状况使社区服务的发展面临诸多困境。实践中的社区服务往往过分商业化而偏离了其福利属性,应以社区居民的需求为导向定位社区服务的性质,同时从社区居民需求出发,将社区服务分为社区福利服务、社区公共服务、社区专业服务。在此分类基础上发展社区服务的多元化模式。

The development of community services,which serve both welfare and commercial functions,is facing a large number of difficulties.Actually,community services are more commercial than being welfare.However,community services should focus on community residents＇ demands,and hence are divided into community welfare services,community public services,and community professional services,in an effort to build a diverse model of community services.
