Analysis of the Function of Local Government in Higher Vocational Education Group in Hunan Province

湖南的高职教育集团存在两种形式:院校主导型和政府主导型。地方政府在这两种职教集团中都发挥着重要作用,但是还很不够。要完善政府在高职教育集团化发展中的作用,需从制定政策法规、发挥政策导向、制定量化标准、加强监督四个方面做文章。

There are two forms in higher vocational education group in Hunan province： vocational college-based and government-based.Local governments play an important role in the two patterns,but not enough.To perfect government＇s function in higher vocational education group development,we need to take measures in four aspects： making regulations and policies,bringing the guarding function of policies,setting down quantized standards and strengthening supervision.
