低油价时期我国石油工业应采取的对策

Countermeasures to be Taken by China' s Petroleum Industry in a Situation of Low International Oil Prices

自1997年11月开始的国际油价大幅度下跌,不仅给西方各石油公司造成了巨大压力,也使逐步走向开放的中国石油工业面临严峻的挑战。预计1999年国际原油价格仍将维持在较低水平,受政治或需求影响,短期内价格可能会有所上扬,但全年原油(WTI)价格可能维持在每桶15美元左右。在低油价时期,一方面国内石油行业应积极采取措施,降低原油综合成本,深化石油石化企业改革,大力调整产品结构,提高产品质量,加强内部管理,努力摆脱困境;另一方面,国家应充分利用国际原油资源,建立国家战略原油储备,以保证国民经济和石油工业持续稳定的发展。

International oil prices have declined since October 1997. This is not only putting great pressure on Western oil companies, but is also posing severe problems for China' s petroleum industry. Although the price is expected to rise a little in the short term in 1999 because of political or market demand factors, the total level is forecast to remain low, with WTI price standing at around $15/b. Given low international oil prices, China' s petroleum industry should take measures to reduce the overall cost of crude, deepen the reform of refinery enterprises, rationalize product structure, improve product quality, and strengthen internal management to enable it to face up to the challenge. The government should also make full use of international crude resources and establish national strategic crude reserves to ensure the country a sustainable and steady development.
