论我国校园警务管理机制的有效构建

On the Effective Building of Campus Police Affairs Management System in China

日益复杂的校园安全形势正成为目前影响社会稳定、容易引发社会动荡不安的一大隐患。设立校园警察,强化校园安全立法,是现代各国应对校园安全形势的普遍做法。其中,美国的成功经验尤其值得我们借鉴。在我国校园警务管理机制国建过程中,应当加快《校园安全法》的立法步伐,以实现校园警察制度法治化;确立校园警察的素质标准,以保障校园警察的服务水平;健全校园警察的保障机制,以提升校园警察的安全保障能力。

The complicated campus security situation has become a great hidden danger which affects the steadiness of our society. Setting up campus police and strengthening the lawmaking of campus security is a general method taken by modern countries. And we should take a leaf from American successful experience. During the course of building campus police affairs management system,the pace of lawmaking of <Campus Security Law> should be sped up in order to realize the legalization of campus police system; quality standards should be established in order to guarantee the service level of campus police; and strengthen safeguard mechanisms of campus police in order to promote the ability of ensuring safety.
