在党的"十七大"提出的建设生态文明的大背景下,新疆需要进一步把循环经济型模式纳入新疆建设生态文明的战略中。要转变经济发展方式,从生态文明发展角度做好PRED(人口、资源、环境)的协调关系,确保新疆到2020年实现全面实现小康社会的奋斗目标。

Under the background of our party carried out the policy of building ecology and culture,Xinjiang need bring cycle economy mode into the stratgy of ecology and culture.Inorder to change the mode of developing economy,we should pay attention to the coorperation relationship among PRED（population,resource and environment）,while ensuring researching the target of realizing well-off society by the year of 2020.
