民办高等教育政府财政资助现状的调查研究——基于江西省9所民办高校的实证调查

Empirical Investigation and Analysis of Government Financial Grant of Private Higher Education——Based on Empirical Investigation on 9 Private Universities in Jiangxi Province

我国高等教育毛入学率仍处于较低的水平,发展民办高等教育是加速我国高等教育大众化的必由之路,但政府财政资助的缺失影响了许多民办高校的可持续发展。通过对江西省9所民办高校的问卷调查表明,政府财政资助占民办高校收入比例较低,2008年仅为4.26%。民办高校办学可以概括为"两个90%"现象,即90%以上的民办高校,90%以上的办学经费依靠学费收入。本文认为,政府应完善民办高等教育政府财政资助法律法规体系,建构民办高等教育政府财政资助体制机制,促进民办高等教育可持续发展。

The gross enrollment rate of higher education of our country is at a low level.To develop private higher education is an inevitale road to accelerate higher education popularized nationwide in our country.However,lack of government financial grants has been the bottleneck of lots of private universities.From the result of empirical investigation on nine private higher education government financial grant in Jiangxi province,proportion of financial grants from government is very low among the total income of private higher schools;the number is only 4.26% in 2008.＂Two 90%＂ phenomenon can be concluded for Jiangxi private higher schools,namely more than 90% funds of more than 90% private higher schools are from students＇ tuition and fees.Government should set up series of private higher education government financial grant policy,and make relevant system arrangements,establish private higher education government financial grant system and mechanism,to promote sustained development of private higher education.
