支持社会主义新农村建设的农村金融功能没有得到应有的充分的释放,究其原因在于农村金融体系建设的碎片化,导致农村金融市场发育的不完善,具体表现在农村金融供需的不平衡,农村金融的市场分割,政府管理的失灵。为此,必须采用系统论的方法,寻找突破农村金融体系建设困境的路径:完善农村金融市场的外围支撑体系,在两个"统筹"理念下完善农村金融市场体系。

Rural finance is an important pillar of the building of new socialist countryside, however, its function has not been sufficient due to release.The reason lies in the construction of the rural financial system debris, resulting in the development of rnral financial markets, imperfect, it is specifically manifested in the imbalance of supply and demand of rural finance, market segmentation and the failure of government management.Therefore, we must adopt the methods of system theory to find the breakthrough in the plight of the rural financial system path： to improve the rural financial markets, external support system, and to improve the rural financial market system according to the two ＂co-ordination＂ concept.
