摘要
从历史和现实出发,分析市场监管的三种含义,其中竞争和消费安全监管更具时代特征和学术理论价值;梳理中国市场监管制度体制的形成与特点,指出工商行政管理的特殊地位;对中国市场监管的困境进行了分析;依据监管的性质和相关理论提出市场监管的价值取向,提出了以权威、有效为核心,以统一、科学为原则的市场监管模式的构建思路。
This paper firstly analyses the three meanings of market regulation from the perspective of the history and reality, making clear that competition regulation and consumption safety regulation are of more features of the times and academic and theoretical significance. Reviewing the formation and characteristic of China's market regulation system, the author gives a demonstration of the special status of industrial and commerce administration. Then the paper makes a profound a- nalysis of the dilemma of China's market supervision. On the basis of the nature and related theory of regulation, the author presents the value orientation of market regulation and a construction idea of market regulation that is focused on authority and effectiveness and principled by science and unification.
