摘要
能源与人类社会的发展息息相关,目前我国经济发展过程中能耗高,能源利用效率低,成为制约经济社会发展的瓶颈,当前解决能源和环境问题的一个关键就是要提高能源的利用效率。因此,我们有必要厘清我国的能源利用现状与问题以及能源利用效率法律制度存在的不足,在借鉴国外能源利用效率的法律制度和政策的基础上,完善我国能源利用效率的法律制度。
The development of human society is related to energy.At present,in the process of economic development in our country,the high energy consumption and the low efficiency has become a bottleneck to restrict the economic development.Now,the key of solving the problems on energy and environment is to improve energy efficiency.So,it is necessary to learn the situation of energy use and the existing insufficiency of legal system of energy efficiency.Using the experience of other countries,we will improve the legal system of energy efficiency.
