摘要
完善的激励机制对激发税务系统公务员的工作热情、提高行政效率有极其重要的意义。在分析税务系统公务员工作特点的基础上,阐述了中国税务系统公务员现行激励机制的主要方式、存在问题及原因。为提高税务系统的工作绩效,从物质、制度和文化三方面入手,提出设计科学的工资和福利标准、完善职业发展规划与考核晋升机制、加强税务文化的建设等完善税务系统公务员激励机制的对策。
Perfect incentive mechanism has an important significance to arouse the enthusiasm of taxation system of public servants and improve the administrative efficiency. In this paper, the current main way of incentive mechanism, the existing problems and reasons are expounded on the basis of analyzing the characteristics of public servants' work in taxation systems. In order to improve the work performance of taxation system, from the aspects of material, political and cultural, some countermeasures and suggestions are proposed, including designing scientific standard of salary and welfare, perfecting professional development planning, promotion mechanism and strengthening tax culture construction.
