Aimed at the situation that regional flood disaster risk evaluating criteria and evaluating grade standard is single particular number,the paper used the principle of information diffusion to build relevant evaluating matrix.Practical example shows that our model can fully utilize the evaluating index information and the evaluating results accord to the practice.
