构建信访现实与信访制度的对接机制——关于当前湖北省部分地区信访问题的调研报告(下篇)

On Unity of Reality and the System——A Survey of Letters and Visits from the Masses in Some Areas of Hubei Province

本文通过对湖北省内武汉、荆门、恩施和宜昌地区信访现象、信访制度在执行中的利与弊和如何进一步完善与改进信访工作等方面的调研,说明了有些信访特别是非正常信访给发展带来的负面影响,剖析了当前信访问题产生的原因,透视了部分群众"信访不信法、信上不信下"的现象,探讨了现行信访制度存在的部分缺陷,提出了应通过进一步加大依法治国力度、做好源头预防、调适信访制度与提升信访局权威来构建信访现实与信访制度对接融和,进一步改进信访工作的思考建议。

Through a survey of the system of letters and visits and its practice and improvement in some areas of Hubei Province including Wuhan,Jingmen,Enshi and Yichang,this article points out that letters and visits in inappropriate ways exert much negative influence on the development,analyzes the causes of letters and visits from the masses as well as the phenomenon that the masses trust the visit and the governmental departments of the upper levels and distrust the laws and the departments of the lower levels,probes into the defects of the system of letters of visits and makes several proposals for improvement and optimization of the system by redoubling our efforts to govern the country by law,ensuring the source of prevention,and adapting and enhancing the systems and authority on the basis of a unity of reality and the system.
