基于洲际面板数据的电子政务与政府清廉度的关系研究 被引量:1

A Review on Relationship Between E-governance and Clean Government:Based on Continental Panel Data

摘要 电子政务的开放性特征与政府的廉洁建设有着内在的统一性,但由于不同国家在政治、经济、文化和历史方面存在的巨大差异,电子政务的发展状况对于政府的廉洁建设的具体影响路径也不尽相同。文章根据126个国家的面板数据,分洲际研究了电子政务对于政府清廉度的影响关系。研究结果表明,欧洲国家的电子政务对于政府清廉度有显著推动作用;亚洲国家除了网络建设因素的影响不显著之外,人力资本投资、电信基础建设、电子参与度都表现为统计显著;非洲,南美洲,北美洲,大洋洲,电子政务基本上没有对政府清廉度的建设起到显著作用。 The e-governance's openness characteristic is consistent inherently with the clean government requirement. However, because of the different politic systems, economic systems, culture backgrounds and history among governments, the affecting path e-governance on clean government differs greatly. A panel data model was employed in the paper to discuss how e-governance affects clean government in terms of global review. The empirical results suggest that the European e-governance has affected significantly clean governments. In the Asian countries, the significantly statistic variables arc human capital, telecommunication infrastructure, e-participation, only the web measure is not significantly. In Africa and South American, North American and Ocean, e-governances have not shown the significantly statistic on the clean government development.
