公共服务视域下的新农村社区建设及其模式创新

The New Rural Community Construction and Its Mode Innovation from the Perspective of Public Services

新时期的农村社区建设是激活农村社会机体的生命力、实现城乡公共服务均等化的一条重要途径。农村社区作为我国乡村社会生活共同体曾经发生过两次较大的转型,当前建设新农村社区成为社会转型期的当务之急。我们应该重构农村公共产品和服务供给体制,健全、完善社区服务体系,依靠政府公共服务的强力支持,辅以农民的民主自治和自我服务,着力建设以服务为中心的农村新社区。全国各省市区有关农村社区重建模式的尝试,已取得了可贵的经验,其特色与优势是明显的。关键是根据农村状况的复杂性和多样化,采取多元化模式建设农村社区,建成服务型社会生活共同体,以增强社区农民的认同意识和归属感。

The new time＇s rural community construction is a vitality to activate the rural community organism,and an important way to achieve the equalization of urban and rural public services.The rural community as a community of social life have had two great transformation,the current construction of new rural communities become the urgent task for the social transition.We should reconstruct the supply system of rural public goods and services,perfect and improve community service system,relying on the government＇s strong support of public services,supplemented by the farmers democratic self-government and self service, focus on building a service-centric rural community.The attempt about rural communities rebuild mode has been made valuable experience in national provinces and municipalities,its features and advantages are obvious.According to the complexity and diversification of countryside condition,the key is adopts the multiplex pattern to construct the countryside community and build service-oriented social life community in order to enhance farmer＇s community recognition and sense of belonging.
