中国医药制造业研发效率研究——基于HMB生产率指数的经验证据

Research on Pharmaceutical R&D Efficiency in China——Empirical Evidence Based on HMB Productivity Indices

本文运用非参数的HMB生产率指数方法考察了1997-2008年间中国医药制造业研发全要素生产率(TFP)的变动趋势,并把TFP的增长分解为技术进步、技术效率变化、规模效应和投入产出混合效应四项。结果表明:样本期内,我国医药制造业研发效率总体上呈现出轻微衰退,具有波动较大、区域增长不平衡的特点;全国范围内以及东部地区内部,HMB指数及各分解项均呈现显著的收敛趋势,但是中西部地区内部,收敛趋势不容乐观。

With non-parameter HMB productivity indices approach,the paper analyses TFP of pharmaceutical manufacturing RD behaviors between 1997-2008 in China,decomposing TFP into tech-progress,tech-efficiency,scale effect and input-output mixed effect.Results show that HMB and the decomposition items perform to decline weakly during the sample period,they also fluctuate seriously with regional unbalance;HMB and the items reflect convergence significantly both across nation and in the internal of the east-region.However,convergence situation of the internal of the middle（west）-region shows no optimism.
