论张家川县农村剩余劳动力的转移

Analysis of Surplus Laborers Transferring of the Rural Areas in Zhangjiachuan County

农村剩余劳动力转移是发展劳务经济,落实科学发展观,构建社会主义和谐社会的重要内容。借助劳动时间的测算方法,估算出张家川县农村有剩余劳动力5.23万人需要转移;同时分析了张家川县农村剩余劳动力转移的兼业性、盲目性、低层次性等特点及其劳动力在转移过程中影响因素;在分析和调查的基础上提出了对农村剩余劳动力进行合理、有序转移的途径。

To transfer rural surplus laborers is an important part in the development of the services economy,implementing the scientific development concept and building harmonious society.It was pointed out that there are about 52,300 rural surplus laborers needing to be transfered in Zhangjiachuan County at present by using the calculation method of working hours.During the course of the surplus laborers transferring,there are some characteristics appearing,such as shift-industry,blindness,low levels and some constraint factors affecting the surplus laborers transferring.Some suggestions and opinions for how to transfer the rural surplus laborers reasonably are put forward.
