高校推行目标管理,是深化内部管理体制改革的必然选择。基于高校目标管理的基本概念,阐述了高校目标考核的基本内涵,分析了目前高校目标考核存在的主要问题及原因,并提出了改进的策略,希望对指导高校管理实际工作有一定参考价值。

It is an inevitable choice to introduce management by objectives （ MBO） mode into the management of universities in order to deepen the reforms on the inner management systems. Based on the concept of MBO ,the paper has elaborated such issues concerned with object assessment in universities as the basic concepts,the main problems and causes,the strategies for improvement,and aims at offering references to guide the real work of the university management.
