我国地方政府危机管理能力现状及其对策分析

On Present Situation of Crisis Management Capability of Local Governments and Countermeasures

我国已进入公共危机频发阶段,席卷全球的金融危机再次考验我国各级政府的危机管理能力。当前,地方政府危机管理现状为:缺乏危机意识;缺乏危机反应能力;应付危机大包大揽;得过且过。其成因主要为:没有对政府职能合理定位;缺乏危机管理问责机制;未建立危机应急管理机制。建议从以下几个方面着手,提高政府危机管理能力:树立忧患意识,建立政府应急预警机制;合理定位政府职能,建立全社会参与危机管理机制;重视信息管理工作,加强管理能力等。

Since the 21st century,public crisis has become a serious problem in China and the financial crisis that sweeps across the whole world and other events are once again testing the Crisis management capability of our governments at all levels.The crisis management capability of local governments is the most vulnerable part,which has become the focus of people＇s attention,but study of this capability is still weak.Starting from the present situation of crisis management capability of local governments,the paper analyses its causes and makes suggestions about establishing government crisis management mechanism and strengthening the crisis management capability of local governments.
