On Urban Land Use under Market Mechanism and Governmental Intervention

本文指出当代中国城市出现的某些问题其根本原因不是因为房地产开发对城市规划的破坏作用；而是由于尚未形成一个完善的国家于预下的市场经济体系。为了实现这个完善的经济体系，必须建立以“效率”与“公平”为标准的理论核心理性与科学的方法论和完善的实施准则，才能使中国城市土地利用走上可持续发展之路。

This paper points out that the reason why so many problems exist in urban land use in China cities is lack of an reasonable market economic system which is under intervention of central government. The efficiency as well as social justice are the fundamental aspects of this system. The rational, and scientific methodology and perfect principles are need to be set up for sustainable development of urban land use in China.
