中俄针对外蒙古独立问题的交涉

Sino-Russia Negotiations for the Independence of Outer Mongolia

外蒙古问题本是中国的内政,但由于外蒙古地区受到了俄国在政治、军事等方面上的支持,中国政府不得不采取外交手段与俄国交涉,希望获得俄国的认可与谅解。中俄双方在外蒙古问题上的进退,都是与国际形势密切相关的。在不同的国际形势下,俄国会做出适当的让步,但这并不代表俄国愿意放弃外蒙古独立,而国民政府对外蒙古问题的处理虽有其失误,但总体态度是积极的,原则性也较强。

Outer Mongolia issue is China＇s internal affairs.However,because of the political and military support of Russia,the Nationalist Government had to take diplomatic negotiations hoping to win the recognition and understanding from Russia.Action from both sides is closely related with the international situation.In different international situation,Russia would make the appropriate concessions,but it does not mean Russia had willingness to give up the independence of Outer Mongolia.Even though with mistakes,the national government＇s handling with outer Mongolia is positive in attitude and firm in principle.
