石鼓区政务服务中心建设的实践与思考

Practice and Thinking of Administrative Service Center Construction in Shigu District

建立政务服务中心是转变政府职能、建立服务型政府的有益探索。近年来,衡阳市石鼓区政务服务中心逐步由单纯办理行政审批业务,向为公民、企业提供综合服务方向发展。但是,这种源于地方政府自发的改革创新与现有体制之间存在着诸多矛盾和冲突,其进一步发展有赖于现有法律、体制、制度、技术和监督层面的不断推进和完善。

Construction of administrative service can benefit the transformation of government functions and establishment of service-oriented government.Recently,administrative service center of Shigu district in Hengyang city gradually change from a simple business for administrative examination and approval to comprehensive services such as serving the citizens,enterprises comprehensively.However,there are many contradictions and conflicts between such innovation from local government and current system,its further development depends on the continuous progress and improvement of existing legal,institutional,technical and supervisory aspects.
