本文从理论、实践和政策三个维度对科技金融发展中的问题进行了诠释,明确提出了科技金融是科技创新活动与金融创新活动的深度融合,是由科技创新活动引发的一系列金融创新行为。同时,本文也明确指出:科技金融工作首先是科技工作的重要组成部分,其业务特性兼具政策性和市场性,政府的重要作用在引导、辅导和督导。

This paper gives an interpretation to the issues of ST finance development from three dimensions of theory,practice and policy.The paper advances explicitly that ST finance is the integration of ST innovation activities and finance innovation activities,and it is a series of finance innovation behaviors caused by ST innovation activities.Moreover,the paper clearly points out： ST finance work is primarily an important part of ST work,and its operational feature have both policy-related features and market features.The important role of government lies in guidance,instruction and steering.
