摘要
与国内其他省市比较,对安徽省科技人力资源的现状进行了分析,探讨了存在的问题,提出以科学发展观为指导,树立科学的人才观,实施人才集聚工程,增加科技人力资源总量;大力引进高层次科技人才;充分发挥政府宏观调控和市场机制作用,优化科技人力资源结构;加大研发资金投入力度,提高科技人才创新能力及改善科技人才发展环境的政策建议。
This paper mainly analyzes the situation of Anhui sci-tech human resource,finds the existing problems,and puts forward suggestions and countermeasures.With the guidance of scientific concept of development,we must have a scientific talent view,propose implement the various types of talent training and increase amount of sci-tech human resources;vigorously introduce high-level talent;and give full play to the government’s macroeconomic control and the role of market mechanisms to optimize sci-tech human resource structure;with increasing research and development investment,improve sci-tech human resource innovation capacity and improve science and technology talent developing environment.
