从新汶矿业集团公司看搞好国有煤炭企业亟待解决的几个突出问题

Several Critical Problems Requiring Prompt Solutions in State Owned Coal Mines As Reflected by the Case of Xinwen Mining Group Corp

以新汶矿业集团公司为例，提出国有大中型煤炭企业自身难以解决的６个问题：资源不足、税费过重、社会负担沉重、货款拖欠严重、融资渠道不畅和改制不彻底。认为这些问题不解决，可能导致大部分国有大型煤炭企业退出市场竞争。

Abstract Taking the case of Xinwen Mining Group Corp as an example, this article presents six problems existing in the large and mediumsized state owned coal mines that can hardly be solved by the mines themselves. The six problems are: decreasing coal resources, too heavy burden of taxes, heavy social burden, large amount of payments in arrears for coal sold, difficulties in financing and incomplete system transition. It is considered that if these problems are not solved, a majority of largesized state owned coal mines may have to withdraw from the market competition which may result in a long standing dilemma of the coal sector.
