生态环境理性是经济理性盛宴之后成长范式转移,基于我国社会转型的背景,在发展不均衡与分配不公平的基本国情观察下,我国的环境利益分配表现出地区差异与城乡差异的基本面向。由于自然资源禀赋地区差异和城乡二元体制的制肘,在地区与城乡环境利益差异的基础上形成了环境优势者和环境弱势者,究其深层原因,则是经济贫困、权利贫困和能力贫困的经济社会发展维度表现。
