当前机关事业单位养老保险制度的困境和选择

The Dilemma and Choice of Endowment Insurance System in Non-profit Organization

1997年,我国开始在全国建立统一的城镇企业职工基本养老保险制度。企业职工基本养老保险制度正在逐步趋于完善。但是我国的机关事业养老保险制度起步较晚,至今仍未能实现规范统一,存在很多问题。为了实现适用于全体劳动者的全国统一养老保险制度,国家开始探索制度改革方案。从90年代起,各省市纷纷进行改革试点,各自实行不同方案,形成了混乱的局面。通过对传统的制度问题进行分析,我提出了改革的基本思路和内容。

In 1997,China has established a unified nationwide urban basic old-age insurance system for enterprise employees.The system is gradually matured.But the Chinese authorities undertaking endowment insurance system,still fails to achieve unified standard,has a lot of problems.In order to realize the unified national endowment insurance system applicable to all employees,the country begins to explore.Since the 1990s,the provinces reform their different schemes,formed a mess.Through the analysis of the traditional system reform,I put forward the ideas and content of the reform.
