摘要
本文将不协调定义成一个主观判断,认为它是一个综合效率、公平和环境贡献的共识,其状态与趋势对社会运行成本产生巨大影响并由此来减少不协调。协调既是一个自然过程,也是一个政府调节过程,市场的自然调节是否能够发挥作用,取决于边际报酬的递增性或递减性。从长期看,边际收益递减规律是持久作用规律,但边际收益递增规律正在通过技术创新和制度创新发挥作用,并推迟了边际收益递减规律的到来。时间过长和程度过高的不协调会导致人们的福利下降,从而需要政府对区域不协调进行调节,主要方法是转移支付制度、区域均衡的国家政策导向和与国家宏观调控政策相结合。
Non-coordination is defined as a subjective judgment, and consensus of contribution combined with efficiency, equity and environment in this paper. Such consensus' status and trend would diminish degree of non-coordination through affecting social running costs greatly. Coordination is not only a natural process, but also a government regulating process. Whether the market's natural process works efficiently depends on whether marginal returns are increasing or decreasing. In the long term, law of decreasing marginal returns lasts long, but law of increasing marginal returns is performing through innovation in technique and institution, and postpones the time when law of decreasing marginal returns begins to work. Non-coordination that lasts long and has a high degree leads to decreasing in social welfare. Therefore governments need to regulate re- gional non-coordination, whose main methods to succeed it include implementing transfer payments system and stipulating national policy on regional equilibrium by integrating with policy on macro-regulation.
