Effective Utilization of Yellow River Water Resources:Problems and countermeasures

通过对黄河流域水资源开发利用设施配套情况和管理、运用工作中存在问题的分析，比较全面地论述了做好节水管水需要注意的问题和应当采取的对策，这对黄河节水管水工作具有重要意义，也对我国其他地区的节水管水工作有一定的参考作用。

In this paper,problems existing in the facility situation,management and operation of the Yellow River water resources development and utilization are analyzed. The problems which are worth notice and the countermeasures which should be adopted are discussed in all aspects. The potential of Yellow River water saving and managememt is analyzed. The countermeasures suggested are of significance in solving the serious problem of zero flow of the Yellow River and they are also of reference value to other areas in China.
