三峡工程的历史及决策过程

The History and Desion-Making Process of the Yangtze Three Gorges Project

首先叙述长江三峡工程自孙中山先生于1918年提出起到1949年建国后的三个主要历史阶段的情况及各阶段对工程开发的主要任务；然后阐述自1949年建国初期直至1994年国家宣布工程正式开工的六个主要决策阶段讨论的重要内容及难点问题；并着重指出三峡工程只有在新中国建立后才能正确地以防洪为其首要任务。

This Paper stmmarizes the main situation of each of the three historic periods about the constuction of the Yangtze Three Gorges Project started from the Proposal of Dr. Sun Yatsen in 1918 to the reconstruction Period of China after liberation. Then it describes in detail on the important contents and the difficult Prob1ems of each of the six main decision-making process of the project. This paper indicates specially that the flood control and flood management as the main purpose of Yangtze Three Gorges Project could be fulfilled only after the liberation of China.
