对黄河大北干流上段梯级开发的意见

Idea on Cascade Development of Hydroelectric Resources Of Dabeiganliu Main Upstream of the Yellow River

黄河大北干流上段规划有万家寨、龙口、天桥三级开发，目前万家寨水利枢纽即将建成，龙口可作为万家寨水利枢纽的附属工程，持续开发。天桥水电站虽已于１９７８年建成，但防洪标准偏低，年弃水量较多，需要增建泄洪工程和扩大装机容量。三级开发共计装机容量１７３４万ｋｗ，年发电量４６亿ｋｗ·ｈ，可为华北电网调峰。黄河大北干流上段梯级开发，是晋、蒙、陕三角区能源基地建设的需要，是扶持当地人民脱贫致富的善举，是山西引黄工程“以电养水”的重大举措。当前应抓紧龙口水电站的立项和前期准备工作，并应积极考虑天桥水电站提高防洪标准和扩大增容。

There are three-stage hydroelectric stations in the planning of Dabeiganliu main upstream of the Yellow River,they are Wanjiazhai,Longkou and Tianqiao hydroelectric stations.Wanjiazhai Water Project is about to be completed.Longkou hydroelectric station should be developed successively,regarded as the ancillary works of Wanjiazhai Water Project.As for Tianqiao hydroelectric station,though it was completed as early as 1978,it still has shortcomings:for example,low flood control capacity and surplus water in every year,these shortcomings need to be improved by increasing of flood discharge capacity and of installed capacity respectively.The total installed capacity and annual energy output planned are 1 734 000 kW and 4 600 000 000 kW h respectively.The cascade development of Dabeiganliu main upstream of the Yellow River is the demand of building energy base in Shanxi,a philanthropic act of helping local residents shake off the poverty,and also is an important supplement to the move of“maintaining water supply with water power”of the YRDP.At present,the first-phase preparations on development of Longkou and improvement of Tianqiao should be done urgently.
