治理视域下我国民办高等教育发展中的政府责任

Government Responsibility of Chinese Non-governmental Higher Education Development in the View of Governance

从治理的视角探讨了民办高等教育发展过程中政府责任的内涵,强调政府在管理民办高等教育中的宏观协调者和监督者角色,提出了政府的主要责任是主导并构建民办高等教育的多中心网络治理模式,在政府、民办高校、市场和社会等多元主体间形成平等对话、相互协调和上下互动的合作伙伴关系;政府的根本责任在于维护民办高等教育的公益性及其在与公办高校市场竞争中的公平性,从而实现民办高等教育健康可持续发展和公办民办共同发展的良好格局。

The paper discusses the responsibility of government in development of non-governmental higher education from the view of governance,stresses the role of macroeconomic coordination and the supervisor in the management of non-governmental higher education,proposes that Government＇s main responsibility is to lead and build a multi-center network governance model,and form partnerships between multiple subject,such as government,non-governmental institutions of higher learning,markets,and social.The Government＇s fundamental responsibility is to safeguard the public welfare of non-governmental higher education and the fairness of the competition with the public higher education market,aiming to achieve healthy and sustainable development in non-governmental higher education,as well as a good pattern of non-governmental and governmental higher education development.
