摘要
江垭工程监理工作的核心是实施“三控制、两管理、一协调”,监理过程中的进度控制、质量控制和投资控制是监理工作的根本任务。监理单位在监理实践上,突出合同管理和信息管理,并协调好与业主以及承包商等参建各方的关系,取得了明显的成效和突出的业绩。具体的做法是:①很好地贯彻业主的意图和工程施工的进度目标、质量目标以及资金的运筹;②对工程建设中的重大问题,超前预见,提出方案供业主正确决策;③协助业主分年度分阶段制定工程建设责任目标,对“卡关”项目组织攻关,保证合同任务的完成;④认真配合世行专家搞好质量与投资评审工作。目前,江垭工程即将竣工,与同类型、同规模工程相比,其建设速度和综合工程质量都达到了先进水平。
The core of supervision work for Jiangya project is to implement “three controls, two managements and one coordination”. Construction schedule control, quality control and investment control in the process of construction are the fundamental task. In the practice of the supervision, the unit in charge of supervision stresses contract management and information management, and well coordinates the relations with the owner, contractors participating in the project construction, which produces a marked effect and makes outstanding achievements. The actual ways of doing the work are: (1) to well put into effect the owner's intention and the objective of construction schedule, quality objective and fund operation; (2) to predict important problems in construction in advance to provide them for owner's making decisions; (3) to help the owner formulate responsibility objectives of the project construction in years and in stages, and to organize technical personnel to tackle key problems obstructive to the project schedule in order to ensure the contracted tasks to be completed in time; (4) to conscientiously cooperate with experts from the World Bank to conduct quality assessment and investment assessment. Jiangya project will soon be completed. Its tempo of construction and comprehensive quality have come up to advanced standards, compared with projects of similar kind and scale.
