从分析全球变化和社会可持续发展研究的要求出发，提出地球空间信息技术的形成背景和应用基础。针对新一轮国土资源大调查的性质和任务。
In the paper, after analysing the demand of the study on the global change and sustainable development of society, the becoming environment and application base of the geo_spatial information technology are presented. In accordance with the nature and mission of the new round of the survey for the land and resources, the paper discusses the application of the geo_spatial information technology to a new round of the survey for the land and resources.
