本文针对电子政务中的唯技术观与普及应用之间的矛盾,重点分析了"人力金字塔"模型,以此为基础,提出了技术与应用相整合的思路。

This paper aims at the contradiction between technological viewpoint alone popularized application,to analysis emphatically the ＂Manpower Pyramid＂ model,on this base,the thinking of integrated the technology with application is suggested.
