摘要
首先提出一个食品安全政府监管体系的整体框架,即从原则依据、实施主体、保障体系、监管制度四个层面构成食品安全政府监管体系。依照这个框架内容,在四个监管层面系统比较了发达国家与我国食品安全政府监管方面的差异,总结了我国食品安全监管的问题和改进方向,并提出构建我国食品安全监管体系的政策建议。
An analytical framework about government regulation of food safety was introduced in this paper,including principles and rules,competent authority,support system,monitoring mechanism.Following this framework,detailed descriptions and comparative studies were conducted on food safety regulation system between China and some developed industrial countries.Problems,policies improvement were concluded and related proposals were also proposed to build China's government regulation system of food safety.
