Actively Promoting the Building of Enterprise Incubators,Substantially Supporting Innovation and Entrepreneurship by Returning Overseas Students

中国每年有大批留学人员归国创新创业,成为建设创新型国家的重要力量之一。该文分析了中国科技企业孵化器建设和留学人员归国创业中存在的问题,提出了从宏观层面提升科技孵化器地位,通过加大财政扶持、税收减免政策力度等积极推动孵化器发展,支持留学人员归国创新创业。

Each year there are batches of students having studied abroad returning homeland to start new business and they are becoming the main force to build the innovation-oriented country. Based on the de facto situation,the author analyzes the existing issues concerning the construction of sci-tech enterprise incubators and enterpreneurship of returning overseas students,and then puts forward suggestions to raise the status of sci-tech incubators from the macro perspective through strengening fiscal input and implementing tax exemption policy,etc. to actively promote the building of enterprise incubators and substantially support innovation and enterpreneurship by returning overseas students.
