从权力政治到权利政治:新中国民主政治建设的演进轨迹

From Power Politics to Rights Politics:Evolution Track of Democratic Politics Construction in P.R.China

权力政治是以专政和强制为特征的国家统治,权利政治是以民主和法制为特征的国家统治,权利政治代表了政治发展方向。新中国民主政治建设的历程,是不断探索坚持党的领导,与坚持人民当家作主、依法治国有机统一的历程,也是逐步实现从权力政治到权利政治转变的历程。梳理新中国民主政治建设的历程可以发现:武装斗争建立的政权最初形式只能是权力政治;社会主义民主的核心是"人民当家作主";社会主义民主必须建立在普遍的权利意识基础上;坚持党的领导,要把实现人民的根本利益放在首位。

The power politics are the state politics characterized by the dictatorship and force,while the rights politics are thestate politics characterized by democracy and the rule of law,which represent the orientation of the political development.Progress of democratc politics construction in P.R.China is progress of constantly exploring the Party＇s leadership,adhereing to taking the people as the state masters and ruling the state by laws,which is also the gradual shift process frompower politics to rights politics in fact.Reflecting the progress of democratc politics construction,we can see that the firstform of the politics seized by armed forces is only the power politics,the core of socialist democracy is ＂people are themasters＂,the socialist democracy must build on the basis of awareness of universal rights and upholding the Party＇s leadership should put the people＇s fundamental interests in the first place.
