发展循环经济是建设"两型"社会和实现可持续发展的必然要求。我国的循环经济正处于起步阶段,存在着各种问题和困难。促进循环经济发展,不仅需要引入市场机制,也要借助政府的力量。合适的政策能够提供更有效的激励和约束。
