农村留守女童受教育权与受监护权保障

Guarantee of Rights to Education and Guardianship of the Left-behind Female Children in Rural Areas

近年来,农村留守儿童问题受到社会各界的广泛关注,然而,对于占据农村留守儿童数量近一半的女童却缺乏相应的关注。从性别视角剖析留守女童这一群体,着重阐述与留守女童有重大相关并易受到侵害的受教育权和受监护权问题,分析留守女童受教育权和受监护权存在的现状、特点及原因,提出完善相关立法、构建专门的社会保障机制、完善委托监护制度、建立监护监管体系等建议。

In recent years,the problem of the left-behind children in rural areas raised wide concerns from all sectors of the government and community.However,the left-behind female children who took up nearly one half of the left-behind children in rural areas haven＇t deserved corresponding attention.This essay analyzes ＂the left-behind female children＂ from the gender perspective,primarily elaborates the rights to education and guardianship which are easily violated but greatly related to the left-behind female children,analyzes the status,characteristics and causes which existed in the rights to education and guardianship of the left-behind female children in rural areas,and brings forward some suggestions such as improving the relevant legislation,constructing the special social security regime,perfecting the system of consigned guardianship and establishing the system of supervision on guardianship.
