Development of Western China in the New Century with the Mission of Public Management

研究领域和范围偏狭,西部发展问题公共管理研究的缺席,是我国公共管理学存在的严重缺陷。拓展公共管理学的研究视角,关注西部地区的发展问题,探索适合西部地区的公共管理模式,在西部地区现代化进程中发挥应有的作用,是21世纪中国公共管理学的重要历史使命。公共管理学应该在与其他学科进行对话的基础上,立足于西部地区公共管理环境,研究以政府为核心的公共部门如何对该地区多民族传统文化的保护与管理,对自然生态环境的保护与管理,对公共产品的提供与管理,对民族关系的协调与管理,以及加强危机管理研究,为西部地区经济建设与政治体制改革创造良好的公共管理环境发挥独特作用。

China＇s public administration is strikingly backward in scope of subjects, the public administration of development issues in the western region. The public administration in the new century is faced with the task of enlarging the research perspectives, taking into account of the development issues of the western region, making full use of itself in the modernization process of the western region. The public administration with the government at its core should devote its efforts to the protection and administration of the eth- nic traditional cultures, the natural biological environment, the provision and administration of public goods, the coordination and admin- istration of the ethnic interrelations, the reinforcement of the research on crisis management. The utmost aim is to enhance the ability of crisis administration of the western region and provide favorable environment for the economic development and the political reform of the western region.
