摘要
公务员退出制度作为干部队伍建设的重要一环,在理论探讨和实践中得到不断完善,并越来越受到各界的重视。我国公务员退出的基本形式,可有四种四类模式,以期建立以引导、激发、淘汰、缓冲、执行、补偿、保障、监督、申诉救济为体系的公务员退出机制,以实现降低公务员退出壁垒,保持行政机关新陈代谢及公务员退出机制的人本化与常态化。
Withdrawal mechanism of the civil servant is an important part of the cadre's contingent building. With theory and practice has been continuously improving, more and more people pay attention to one. This paper separates the withdrawal form of the civil servant into four modes in China, and hopes to found a withdrawal mechanism of the civil servant, which consists of guiding, stimu- lation, elimination, buffer, implementation, compensation, security, monitoring, and complaint relief. This could reduce withdrawal barri- ers of the civil servant, and keep metabolism of the administration well. Furthermore, it makes the withdrawal mechanism step to humanistic and normal management.
