河道整治工程对沿江(河)工业用地地价影响的量化方法与实证研究

Quantitative Assessment on the Impacts of River Channel Improvement Projects on the Prices of the Industrial Land along Rivers: Methods and Empirical Study

研究目的:通过对河道整治工程对沿江(河)工业用地地价影响的机理分析,建立河道整治工程对工业用地地价影响的量化模型,为国内类似项目的开展提供参考依据。研究方法:在城市地价动态监测系统和基准地价更新成果的基础上,采用有无工程对比效益分析法。研究结果:河道整治工程可为区域经济社会发展做出巨大贡献,长江南京河段二期河道整治工程对南京市沿江工业用地地价的增值效益达2.77亿元/年。研究结论:通过实证分析验证了该模型的可操作性,并对纯公益性基础设施建设的投资回报机制提出相关政策建议。

The purpose of the paper is to establish a quantitative model for assessing the impacts of river channel improvement projects on the prices of industrial land along rivers via the mechanism analysis in order to provide a referential basis for other similar projects in China. Method employed is benefit comparison in terms of whether there is a river channel improvement or not, based on the results of the dynamic monitoring system of urban land prices and the renewed benchmark land price. The results indicate： （1）river channel improvement projects can make great contributions to regional economic and social development; （2）the increment of industrial land revenue along rivers in Nanjing City due to the 2nd phase river channel improvement project of Yangtze River Nanjing Section is 0.277 billion per year. It is concluded： （1）the feasibility of the model has been verified through empirical analysis; （2）relevantpolicy recommendations have been put forward aiming at the mechanism of investment return from pure public welfare infrastructure projects.
