Basic Characteristics of Literacy Test

学业水平测试是一种低风险测试，隶属标准参照考试。旨在为教育的决策者提供制定教育政策的基础数据，监测并比较不同地区教育水平的差异，寻求产生差异的原因。学业水平测试以独特的不具运算意义的两位数字（Two—digit））成绩编码（Coding）方式记录成绩。并以群体成绩的方式解释学生间的学术能力差异，是进行国际间或地区间教育质量监控的一种综合性测查工具。

Literacy test is a low-stake test which belongs to the criterion- referenced test. It aims to provide the information for the educational policy-maker, evaluate the difference level of educational quality in regions and explore the reason for the difference. Literacy test record the students＇ performance by the two-digit which number can＇t be used for calculation. And it explains the difference of the students＇ achievement by using the group performance.
