信息化在促进城乡基本公共卫生服务均等化中的作用

新医改首次提出"逐步实现城乡基本公共卫生服务均等化"建设目标,但因我国地域辽阔、人口众多、公共卫生基础薄弱及城乡差距大等国情制约,短期内实现这一目标还有很大挑战。而信息化作为推动社会变革的重要引擎,可以在创造条件、建立标准、共享资源、提高服务可及性、缩小城乡差距、同质化服务、增强政府监管等方面发挥重要作用,帮助实现信息化目标。在充分发挥信息化优势的同时,也要特别注意把握建设的系统性,并做好相应基础性研究和安全防护。

The new healthcare reform firstly puts forward the construction goal of ＂Gradual Realization of Equalization of Basic Public Health Service in Rural and Urban Area＂ . however, due to our national condition restrictions, such as vast land, large population, weak public health foundation and long distance in rural and urban area, etc., there is a big challenge to achieve the goal in the short term. Informat on as an important engine to accelerate the social reform, plays a significant role in condition creation, standard construction, resource sharing, increase of service accessibility, reduction of distance in rural and urban area, service homogenization, and improvement of governmental supervision, etc., to help realize the information goal. While bringing the superiority of information into full play, it should pay much attention to master the construction＇ s systematicity and make the basic research and safety protection.
