摘要
１９９８年长江洪涝灾害的形成有自然的和人为的两种原因，系天、地、生、人多种因素同时作用的结果，是人类与自然不协调的表现。防治长江洪涝灾害要全面规划；上、下游与大、中、小流域综合治理；要除害兴利将治理与开发相结合；要注意处理好与自然和谐共存关系。
The 1998 Changjiang flood disaster was caused by two factors:anthropic and natural, including climate,geology, biotic and human activities. It is a demonstration of disharmony between human being and nature. To prevent and cure Changjiang flood disaster, we must have an overall planning; the problems concerning the upper reach, the lower reach, and the large, middle and small drainage areas should be tackled in a comprehensive way; we must promote what is beneficial and abolish what is harmfula and combine improvement with development; and we must pay attention to keep a harmonious coexistent relation with nature.
