This paper introduces the importance and urgency of unlocking the potential of retired sci-tech personnel of state-owned enterprises, expounds some problems existing in giving full play to the functions of retired sci-tech personnel, and puts forward some suggestions on giving full play to the functions of retired sci-tech personnel.
