The refining and petrochemical businesses of ExxonMobil Company （USA） , Shell Company （Holland） and BP （England） were reviewed with 8 references. The developing strategies of each companies were analyzed. The results showed that the flexible and high - efficient refining and petrochemical developing strategies were insisted by the three main Petroleum Corporations. According to the international market situation and the variation of business developing environment, the downstream business structures were adjusted, the key points were stressed, the strong points were developed, the relationships between short - term interest and long-term development were coordinated, and the leading position in certain industry was ensured.
