In implementing the ＂ people - first＂ concept in grass - roots units, we should give close attention to the reality there, update our concept, and consciously respect the subject status of the officers and men; strengthen the sense of law and regulation, and safeguard their lawful rights more seriously ; hold the goal orienta- tion, promote their comprehensive development with more efforts; promote a new healthy atmosphere, treat their reasonable demands in a more dialectic way.
