公安机关管理网络舆论危机中的沟通策略研究

On Communication Strategy for the Police Institutions Managing Public Crisis in Network

公安机关与社会层面长期接触和直接摩擦,决定了其执法行为极容易引发网络舆论危机。在公安机关网络舆论危机管理中,沟通是最重要的工具。公安机关应当梳理当前危机沟通中存在的问题,不断疏通沟通渠道,才能保障危机沟通的有效性。实践表明,有效的危机沟通需要公安机关注重做好五个环节的工作:树立尊重网民的平等沟通理念;增强网络危机的沟通技能;加强网民教育,促使网络舆论从不理性到理性的回归;培植网络危机沟通的中介力量以及推进网络危机沟通的制度化建设。

Police institutions＇ enforcement actions easily cause public crisis in network, because of their work attributes. In public crisis management of public security organs, communication is one of the most important tools. The public security organs should comb the current crisis communication problems and communication channels to ensure dredge crisis communication effectiveness. Practice shows that the effec- tive communication in public security organs to deal with crisis needs to do the five jobs： establishing the i- dea of equal communication that respects the netizens, improving network communication skills, strength- ening netizens＇ education ability, promoting the return of irrationality of network public opinion back to rationality, cultivating intermediary force in network crisis communication and promoting the institutional construction of network crisis communication.
