摘要
简述科研单位开发、利用、荟萃各方优秀人才的重要性。认为在社会主义市场经济条件下,科研单位要树立人才忧患意识,形成“大人事”观念;广纳贤才;通过大胆使用人才和强化奖惩来激励人才奋发图强。提出科研单位应该增加投入,对人才实施继续教育,为科技人才创造宽松的环境,留住人才,才能为经济社会发展唱响主旋律。
An importance of developing,using,and assembling talents in scientific research institutions has been stated.Under the socialist market system,Talent resources management should emphasize on some methods,such as boldly using talents,building system of rewards and penalties,increasing investment in scientific research institutions,reeducation and forming a relieved circumstance for talents.
